Way to Power Through Competition: Regional Recruitment Systems Development
The main topic of the panel discussion “Modern Public Administration: New Formation Civil Service” of the XI Gaidar Forum, held at the Presidential Academy, was a discussion of personnel and personnel services’ role in implementing national, regional and municipal projects.
New approaches to the formation of an effective management system at the regional level were the center of the discussion. Andrey Betin, Deputy Governor of the Nizhny Novgorod Region, told the audience about the digital HR project created in the region, designed to select and promote state and municipal employees. “The Government Team portal has more than two million views in one and a half years, two hundred thirty-eight thousand unique users ... With the direct participation of residents of the region, five ministers were appointed via open voting for candidates through open competitive procedures. For example, more than eight hundred people participated in the competition for the post of regional minister of culture,” Andrey Betin said.
Nikolay Lyubimov, Governor of the Ryazan Region spoke on the issue of maximizing the effect of conducting competitive procedures on occupying vacant posts in government agencies. “Today we are discussing how to attract promising personnel, how to find employees, but for some reason we are not talking about those who took part in these competitions, but did not get into the public service. We also faced this issue. As a result, we decided to form an expert council under the government from among the finalists of the "Leaders of Russia" regional competition. These young people there could volunteer to work on specific tasks, in particular, on national projects. At the same time, they wouldn’t feel abandoned and useless.”
