Theorist or practitioner: the legacy of the great reformist was discussed at the Gaidar Forum
The theoretical and practical contribution of Yegor Gaidar to Russian reforms was at the center of the discussion "Long time: 10 years in memory of Y. T. Gaidar", which took place as part of the first day of the 11th Gaidar Forum held at the RANEPA.
Academician of the Russian Academy of Sciences Revold Entov, who opened the discussion, noted that in our country Yegor Gaidar is more often called a theorist and scientist, while in the West he is seen more like a practitioner. He encouraged the participants of the session to propose solutions to this dilemma. Many of the key speakers of the session were personally acquainted and worked together with Yegor Gaidar.
Anatoly Chubais, Chairman of the Management Board of RUSNANO Management Company LLC noted Yegor Gaidar's contribution to economic science: "Marx created the theory of the transition from capitalism to socialism. Gaidar needed to create a theory of the transition from socialism to capitalism. Nobody did this before. This is the first reason why Gaidar is a theoretical scientist. For me, "Long Time" is the fundamental scientific work of Yegor Gaidar, a work that is on the same level as the works of Kantorovich and Leontiev."
The opposite opinion was voiced by the chairman of the Board of Directors of Alfa Bank Petr Aven, "Not the Gaidar’s theoretical legacy, but the history of his affairs, his transformations, his destiny – that’s what should be researched today." Chairman of the Accounts Chamber of Russia Alexey Kudrin urged to recall the unique role of Yegor Gaidar in reformation of the Russian economy. "I remember how in 1991 Leningrad did not have enough food and other goods. At that time, money was of no use in the country, we could receive goods from other regions only within the framework of barter. Note that some territories of the USSR no longer complied with the state plan, the situation was already destabilized. Obviously, reforms were inevitable and necessary," said Alexei Kudrin and emphasized that other statesmen of that time were not able to carry out the necessary reforms.
"Obviously, reforms are a thankless task. The reformist is always at risk: it is highly likely that he will never be given his due. Now they say a lot about what Gaidar and his team did right and what they did wrong. At such moments, I always want to ask: what would have happened to Russia today if Gaidar and his team were not there at that historic moment? Personally, I think that Russia was lucky that at the right moment Gaidar and his team were in the right place," stated Karen Karapetyan, Prime Minister of Armenia (2016–2018).
The discussion was also attended by Mikhail Dmitriev, Senior Research Fellow, Center for Public Policy and Public Administration, Institute of Social Sciences, RANEPA; Brigitte Granville, Professor of International Economics and Economic Policy at Queen Mary University of London; Esko Aho, Senior Advisor to East Office of Finnish Industries, Prime Minister of Finland (1991–1995); and other speakers. The session was moderated by Sergey Sinelnikov-Murylev, Rector of the Russian Foreign Trade Academy.
The 11th Gaidar Forum “Russia and the World: Challenges of the New Decade” is being held at RANEPA on January 15 and 16, 2020. The forum is focused on the goals of national and global development and the search for practical answers to the most pressing challenges of our time.
