The sharpening angle of the regulatory guillotine was discussed at the Gaidar Forum
Panel discussion "New Image of the State Inspector" within the 11th Gaidar Forum that is held at the Presidential Academy, sparked interest from representatives of supervisory services. In 2021, in Russia, the law on “regulatory guillotine” shall begin to work to spare economy excessive regulation and make means of control and supervision more transparent.
The principles of supervisory activities themselves are changing: services shall switch to risk-oriented, smart control. That is, within a short period of time, specialists should be trained to have a significant set of competencies in the fields of risk analysis and management, law, information technology, and specific knowledge in the field of control and supervision.
Georgy Idrisov, Vice-Rector of RANEPA, Director of the Institute of Industry Markets and Infrastructure; Mikhail Murashko, Head of the Federal Service for Supervision in Healthcare; Aleksandr Braverman, Director General, Chairman of the Management Board of SME Corporation JSC; Mikhail Ivankov, Head, Federal Service for Labour and Employment; Svetlana Radionova, Head of the Federal Service for Supervision of Natural Resources, took part in the discussion.
Representative of supervisory agencies told that they mean by the new image of inspector, this is both professional competencies and appearance. Still, clothes count for first impressions of the inspector, that is why agencies pay a lot attention to development of uniform: it shall be not just comfortable, but also functional. However, certainly, the main task is development of professional skills and competencies.
“We cannot let a specialist, even if he came from the sector, straightaway to the field,” Mikhail Murashko said. “We attach a mentor to introduce him into the profession. In addition, recently, international cooperation is expanding, and this is new knowledge too. That is why, we together with the medical university created the academy of the Federal Service for Supervision in Healthcare (Roszdravnadzor), we hold there quarterly studies and monthly classes in remote mode.”
“We are not gods, we are people, we make mistakes too, and different people are working with us: good and not very good. For me, a perfect subordinate is a young man who wants to and can work a lot and at the same time has strong nerves. Such people should be trained, prepared, including psychologically, show them both career prospects and opportunities of personal growth,” Svetlana Rodionova added.
Alexander Braverman drew attention to the fact that one of the main problems of relationship between business and supervisions is non-transparency of interaction and lack of feedback. In addition, he believes that control bodies must, first of all, prevent offences, perform the supervisory function rather than punitive.
Georgy Idrisov presented the vision of how professional education of inspectors should be arranged. He specially emphasized that, for a modern inspector, not just basic general vocational education, including knowledge of the basic laws and regulations of a certain sector takes on particular importance, but also additional educational modules that can and must be studied during immediate activities. In addition, a modern inspector must navigate in big data. “Two more units should be added to the basic education: special knowledge in analysis of data and competence in information technologies. Without them, it will be hard for a modern inspector to understand what the risk is, how to categorize it, how to manage it,what actions should be taken,” the expert stressed. According to him, new standards allow to train specialists that meet the modern requirements already in the next two years.
The Gaidar Forum is held at the RANEPA under the auspices of the Government of the Russian Federation and in 11 years it has become one of the most respected expert venues, which traditionally sets the vector for public and scientific discussion at the beginning of each year.
