The Russian Constitution to be discussed at Gaidar Forum
On the second day of the 10th Gaidar Forum, a panel discussion Constitution of 1993: Was There an Alternative? will be held as part of the Regional Policy and Governance thematic cluster.
In December 2018, Russia marked 25 years since the adoption of the Constitution – the most important law of a country that defines the meaning and content of its basic laws, and provides the basis for the national legal system.
During the session, experts will discuss the historical background of the adoption of Constitution in December 1993; the choice of the form of government enshrined in the Constitution; and whether there was an alternative to the changes that were made to the document after its adoption. They will also consider whether there was an alternative to the legal system in our country and whether it is still available.
The discussion will be moderated by Director of the Institute for Legislation and Comparative Law under the Government of the Russian Federation Talia Khabriyeva.
The session will be attended by Igor Bartsits, Director of RANEPA Institute of Public Administration and Civil Service; Vladimir Mazayev, professor, expert on constitutional law; Soviet and Russian statesman Gennady Burbulis; retired Constitutional Court Judge and head of the department of human rights and constitutional justice Boris Ebzeyev; and President of the Association of Government Relations Specialists ‘GR League’ Oleg Rumyantsev.
The participants will include Tatyana Morshchakova, Adviser to the Chairman of the Constitutional Court of the Russian Federation; Garry Minkh, Presidential Plenipotentiary in the State Duma; and Andrei Klishas, Representative of the Federation Council in the Constitutional Court and the Prosecutor General’s Office.
