The expert discussion "The human capital assets in national and municipal service: values and development" took place on the first day of the Gaidar forum – 2018.
Vice-Rector of RANEPA Dmitriy Butashin was a moderator. Director of the Department of Civil Service and Personnel, Government of the Russian Federation Andrey Soroko; Labor Ministry Department of State Policy in the Sphere of Public and Municipal Service and Anti-Corruption Dmitry Basnak; Governor of the Vologda Region Oleg Kuvshinnikov; Chairman of the 7th State Duma, State Duma’s Ayrat Farrakhov; Professor of the Lomonosov Moscow State University Takhir Bazarov; Deputy Director of Graduate School of Public Administration of the RANEPA Yuriy Sinyagin participated in discussion.
The main tendencies of system changes of public service and methods of its adaptation to the modern world requirements were discussed.
Head of the Presidential Civil Service and Personnel Directorate Anton Fedorov was in early discussion. He noted the human capital assets have stopped being only the economic term and gradually moves to the civil service sphere. The speaker mentioned that recently amendments to the Federal law on the public and civil service had been made, which main idea was transition from personnel training to development.
"It is necessary to create the system of professional development which would react to changes flexibly, provides a broad tool kit for development of personnel, including the self-consistent mode", – the speaker said.
Besides, Fedorov noted that currently compensation level on civil service does not always help to attract and hold talented employees. So, the system of material stimulation is improved by the decree until the end of 2019. The speaker also called the introduction of a uniform technique of holding competitions on replacement of government employees' positions among the ways of increase in efficiency of public service.
According to Andrey Soroko, introduction of new personnel information technologies substantially promotes formation efficiency of personnel structure. The expert reported on development of methodical recommendations for federal bodies for rationing of number and introduction of the mechanism of personnel potential during organizational and staff actions. 42 of 72 federal executive authorities and 30 territorial entities of the Russian Federation are already connected to a unified information management system of personnel structure today.
Dmitry Basnak reported that "created infrastructure promotes maintenance of values and development of moral and ethical aspects.” The commission on the conflict of interests and division on corruption prevention are main components. The speaker placed emphasis on the values of development of the state managers what requires creation of documents which would be used effectively in educational process and propagandize professionalism and honesty.
Oleg Kuvshinnikov shared a successful experience of the Vologda region where as a result of reduction of number of government employees for 30%, and municipal units for 47% the state and municipal system has increased the efficiency. Besides, the governor told about involvement of Vologda residents in formation of managing authority’s team and reported on improvement of personnel operation elevators in the region.
Takhir Bazarov has shared the concept of the successful manager "3S": according to professor, the manager has to have such metacompetences as strong imagination, stark attention and self-control.
Yuriy Sinyagin finished the discussion. He made three key proposals for formation of the highest reserve of administrative staff. It was development of unified system of the competence indicators, assessment of social orientation of the candidate and introduction of an element in educational programs which would change the system of valuable orientations.
