Summary results in government procurement discussed at the Gaidar Forum
Within the 10th anniversary Gaidar Forum, a panel discussion on government procurement was held. Experts summed up once again new opportunities in information space: unified registration of the participants of procurement, and also methods of control.
Elena Agapova, Director, Center of Competition Policy and Public Contracts, RANEPA, opened the discussion. She stressed that it is time to reboot the procurement and emphasized that the year 2019 marks 10 years since current Federal Law 44 was adopted and 7 years since Federal Law 223 was adopted.
Alexander Braverman, Chairman of the Board of SME Corporation JSC; Tatiana Demidova, Director of the Budgetary Policy in the Field of Contract System, Ministry of Finance of the Russian Federation; Anna Katamadze, Deputy Head of the Russian Federal Treasury; Elena Dybova, Vice President of the Chamber of Commerce and Industry of the Russian Federation; Mikhail Evraev, Deputy Head, the Federal Antimonopoly Service of the Russian Federation; and Maxim Rokhmistrov, Auditor, the Accounts Chamber of the Russian Federation, also took part in the discussion.
Tatiana Demidova began the discussion with summing up the year 2018. She noted that the work began to form catalogues of goods and services, technical interaction of all electronic platforms with all authorized banks was provided, 9 operators of electronic platforms were defined and currently operate. The expert emphasized the need for development of a set of measures aimed at limitation of the public access to information.
Maxim Rokhmistrov highlighted that the importance of the effectiveness of government procurement for the country as a whole is quite high, and this is a huge reserve that is not used enough. In addition, it was noted that the competition level actually did not change for the last 3 years, that is why the time has come to reboot.
Anna Katamadze added that the key factor to boost the competition is the change in the process of business procedures that ensure bidding confidentiality at the first stage. The expert identified the key tasks in the government procurement: lessen the burden of standards on the customer, switch to preventive control and supervision measures, and lessen the burden of standards on the supplier.
Mikhail Evraev paid attention to control in government procurement. He noted that the closed bidding will be developed actively, and electronic document management should be improved. As for the development of the Unified Information System (UIS) in terms of control, the following was suggested: consideration of complaints through the UIS only; automatic notification; and possibility to consider complaints remotely.
At the end of the discussion, participants arrived at the following conclusions: the procurement system should be simplified; the procurement cyclicality should be stopped; procurement transparency should be increased on the customer’s part; and the legislation should be debureaucratized. It was also noted that it is impossible to control the system without automatic control and analysis.
