Respected international economists will speak at 11th Gaidar Forum at RANEPA

On January 15-16, 2020, prominent economists will speak at the 11th Gaidar Forum at RANEPA, including World Bank Vice President for Europe and Central Asia Cyril Muller, World Bank Consultant David G. Tarr and Deputy Director of the Directorate for Financial and Enterprise Affairs of the OECD Mathilde Mesnard.

Cyril Muller is the World Bank’s Vice President for Europe and Central Asia. Since 1991, he has held several positions in various divisions of the World Bank. From 2005 to 2010, he served as the World Bank’s Special Representative for Europe, based in Paris. His main responsibilities were managing the dialogue with European governments and institutions. From 2011 to 2015, he was Vice President for External and Corporate Relations. Prior to that, he was the Director for Banking and Debt Management in the World Bank Treasury, responsible for modernizing the financial products available to member countries and providing public debt management advisory services.

David G. Tarr is a consultant and former Lead Economist with the World Bank, a member of the Academic Council of Tbilisi State University's International School of Economics. Mr. Tarr has worked in over 25 countries providing trade policy advice on a wide range of issues. He is particularly interested in the trade policies of economies in transition. He works in 13 independent countries that were part of the Soviet Union. Also, Mr. Tarr has authored more than 70 refereed journal articles, written or edited 14 books or monographs and over 100 other professional papers.

Mathilde Mesnard has been Deputy Director of the Directorate for Financial and Enterprise Affairs at the Global Relations Secretariat of Organization for Economic Cooperation and Development (OECD) since 2016. She has extensive experience in the OECD, having been the coordinator of the New Approaches to Economic Challenges (NAEC) Initiative since 2013. Prior to this, Ms. Mesnard has worked as Senior Advisor to the OECD Secretary-General and Counsellor, supporting the delivery of the Secretary-General Strategic Agenda, including in the preparation of the Ministerial Council Meetings, the advancement of relationship with key partners, and the OECD Accession Process. She also launched and coordinated the CleanGovBiz Project and contributed to the follow up of issues related to financial and enterprise affairs, governance, integrity and gender equality.
