RANEPA discussed why the state needs a school, and why the school needs a state (VIDEO)
During the first day of the Gaidar Forum 2019, experts discussed “Why the state needs a school, and why the school needs a state” The discussion was moderated by Andrei Galiyev, Vice-President of the Russian Textbook Corporation, and Maxim Dulinov, Director of the Federal Institute for Educational Development of the RANEPA.
The discussion was attended by Alexandra Levitskaya, Advisor to the President of the Russian Federation, Marina Rakova, Deputy Minister of Education of the Russian Federation, Yury Zinchenko, President of the Russian Academy of Education, Andrei Sharonov, President of the Moscow School of Management Skolkovo, Isak Frumin, Scientific Director of the Institute of Education of the NRU HSE, Efim Rachevsky, Principal of School No. 548 “Tsaritsyno”, and Alexander Brychkin, Director General of the Russian Textbook Corporation.
During the event, fundamental issues of the Russian school were raised. The participants discussed whether parents and the state have similar expectations from the school, and also talked about whether there is a place for business in the school.
Andrei Galiyev highlighted such key problems of modern education as the fear of the complexity of problems and difficult decisions, disunity in decision making, and the lack of trust between stakeholders in the educational sphere. Then each speaker was asked to answer the following question: “What does the state receive as a result of the school’s activities?”
Marina Rakova focused on 4 key elements, to which the transition should be made: individualization of education, changing the customer, availability of the network implementation of educational programs, and changing the function of the teacher.
The panelists agreed that now there is no effective platform for coordinating the interests of the stakeholders of the educational process. Efim Rachevsky stressed that it is necessary to create a platform not only for the stakeholders but also for the Ministry of Labor. During the discussion, the participants tried to highlight the most important role of the state in the field of education. Alexandra Levitskaya noted that the state should be a communicator between school and society.
Alexander Brychkin focused on the need to pay attention to the issue of education management at the regional level.
Andrei Galiyev summarized the discussion: "It is necessary to create a permanent platform for all stakeholders of the educational process; but most importantly, the interests of the corporation must coincide with the interests of society."
