Public administration and civil service will be among most significant discussion issues at 2018 Gaidar Forum

During the 2018 Gaidar Forum, RANEPA will bring together government officials and experts to discuss Contemporary Challenges for Public Administration and Human Capital Assets on Civil and Municipal Services: Values and Development.

Government officials and other experts will identify contemporary challenges to public administration. They will discuss strategic challenges facing the Russian system of public administration and suggest specific steps is it necessary to take to make the state apparatus fit for the future. They will discuss how selection systems and systems of government employee development should be changed, and whether officials of the twenty-first century need to have a radically different set of competencies and skills.

 The open dialogue will be moderated by RANEPA Rector Vladimir Mau. The discussion participants will include Chairman of the Board of the Center for Strategic Research FoundationAlexei Kudrin; RANEPA Vice-Rector, Director of the Graduate School of Public Administration Alexei Komissarov; Minister of Economic Development Maxim Oreshkin; Director of Francis Maude Associates LLP Francis Maude, former UK Minister of State for Trade and Investment (2015-2016); Sberbank Vice-President, Head of the GR Directorate Andrei Sharov; acting Governor of the Ivanovo Region Stanislav Voskresensky; and acting Governor of the Nenets Autonomous Area Alexander Tsybulsky.

The Gaidar Forum experts will also address the issue of Human Capital Assets on Civil and Municipal Services: Values and Development. During the expert discussion, they will consider the public administration development, the formation of a managerial candidate pool and interaction with them, and attracting and retaining gifted people in the public administration. They will discuss how professional development links with career, draw the vector of the development for the municipal service and talks about qualified partnership between authorities and public administration schools.

Vice-rector of the Presidential Academy Dmitry Butashin will moderate the expert discussion. The participants will include Head of the Presidential Civil Service and Personnel Directorate Anton Fedorov; Director of the Department of Civil Service and Personnel of the Russian Government Andrei Soroko; Director of the Labor Ministry Department of State Policy in the Sphere of Public and Municipal Service and Anti-Corruption Dmitry Basnak; Governor of the Vologda Region Oleg Kuvshinnikov; Chairman of the State Duma Committee for Federal Organization and Local Self-Governance Alexei Didenko; Professor of Moscow’s Lomonosov State University Tahir Bazarov; and Deputy Director of RANEPA Graduate School of Public Administration Yury Sinyagin. 

The organizers include the Presidential Academy of National Economy and Public Administration (RANEPA), the Gaidar Institute for Economic Policy (Gaidar Institute) and the Association of Innovative Regions of Russia (AIRR).
