Procurement as one of the elements of small business acceleration
The expert session “Is there a place for small and medium-sized businesses in the procurement?” took place on the second day of the 11th Gaidar Forum. The topic of discussion correlated with the theses of the Address to the Federal Assembly of the President of Russia, who stated that creating comfortable conditions for business development is an important task of the state.
According to the Deputy Minister of Economic Development of the Russian Federation Vadim Zhivulin, the implementation of the national project “Small and Medium Enterprises and the Support of Individual Entrepreneurship Initiatives” offers tremendous opportunities to small and medium-sized businesses. One of the tasks for the coming years is to increase to 5 trillion ruble the volume of purchases that the largest customers place with small and medium-sized businesses. Today it is almost 3.5 trillion ruble. Zhivulin called this dynamic impressive.
“Purchasing is one of the elements of acceleration. When we try to answer the question whether there is a place for procurement in the development of small business, the answer is unequivocal – yes, of course! The main, central place. This is one of the sources of sustainable development of small and medium-sized companies,” he said.
The deputy minister drew particular attention to the development of support for self-employed citizens. Last year alone, about 300,000 of them were registered. This is the first step towards creating a business, and it is important that in 2019 it was decided to extend all the support measures that apply to small and medium-sized enterprises to the self-employed persons.
“Today, a two-way road has been created. When, on the one hand, it is profitable for large companies to buy goods and services from small and medium-sized businesses, because they see that it is cheaper, faster and products are delivered on time. On the other hand, small and medium-sized businesses understand that tenders can be transparent, with minimal or zero corruption component,” said Alexander Braverman, Chairman of the Management Board of SME Corporation JSC.
A balance between the interests of the customer and the supplier has not yet been found, there is still a lot of work to do, believes Mikhail Evraev, deputy head of the Federal Antimonopoly Service. Contractors complain about delays in payments by customers and their unilateral termination of contracts. It is still problematic to purchase real estate without bidding. According to Evraev, in the regions they often first build, for example, a kindergarten, and then buy this building from the entrepreneur as the sole supplier. This practice is unacceptable, stressed the deputy head of the FAS.
The discussion was also attended by the Director of the Budgetary Policy in the Field of the Contract System at the Ministry of Finance of the Russian Federation Tatyana Demidova and the Deputy Head of the Federal Treasury Anna Katamadze.
