No papers, no documents. The digital future of public administration

On the third, concluding day of the Gaidar Forum, an expert discussion on a topic of the digital future of public administration basing on the present outcomes. A moderator of the meeting Vladimir Yuzhakov, Director of the Center for Public Administration Technologies, Institute of Applied Economic Research, RANEPA, started discussion with the following statement: “Digitization should improve public administration quality and assure its effectiveness”.

Savva Shipov, Deputy Minister of Economic Development of the Russian Federation, designated a set of questions to be answered within the matter of the given topic. “How do we see the digital future?”, “How shall we shape the digital future?”, “How shall we evaluate the digital future?”, “For what reason do we do this?”. The moderator noted relevance of the state regulation, since the speed of changes is accelerating. If a business fails to keep pace with the digitization rate, it leaves the market. If a state do the same, it loses competitive ability and its place on the global stage.

Elena Dobrolyubova, Senior Research Fellow of the Center for technologies of public administration, RANEPA, presented key data report. “Digital transformation is a qualitative change of all aspects of society existence. Its key criterion is the change of public administration nature, which can improve its quality”, the expert stated. In the course of the report presentation, the relationship between power bodies digitalization ratio and public administration quality indexes with a strong correlation was displayed. The foreign experience in digital technologies use for planning, monitoring, and outcomes evaluation was reviewed. “Digitization is regarded as a driver for effectiveness improvement of state functions exercising by means of transactional costs reduction, comprehensive analysis of business-cases while introducing of new technologies”, Elena Dobrolyubova said in respect to the foreign experience. As for Russia, she noted the following issues: growth of transactional costs and considerable costs for systems maintaining, manual data input, weak integration of AIS, no satisfaction of the “branch departments”. “The informatization of administrative instruments and mechanisms basing on the present outcomes in Russia does not take into account the breakthrough digital technologies and is implemented under the older paradigm of “Electronical”, bot not of “Digital” Government”, such a expert’s conclusion.

Oleg Fomichev, Director for Strategic Planning and Development of the Renova-Holding Rus LLC, noted in the course of the discussion, that reforms should be performed by actors, who is being continually reformed. “Our digitization is directed to processes and structure, which do already exist. It is the main problem”, he said.

Alexander Bashkin, Vice-Chairman of the Committee for Constitutional Legislation and State Building of the Federation Council, agreed with the expert and stated, that the continuous efforts are being made for the improving of digital technologies in the field of public administration. The Council for Digital Economy Development of the Federation Council was established, the law of electronical commerce was issued, a law draft for digital investment is being elaborated. The expert call attention to the digitalization of regions in order to combat the “digital inequality” developed for the moment.

Oleg Alexandrov, Director of the “CEFC Grupp”, presented its research outcomes in relation to overhaul of statistics and financial reporting. He and his team took stock of all statistics and financial reports for some years and made the following conclusions: 60% of reporting forms should be abolished due to redundancy and duplication, 92% of tax forms should be eliminated, and moreover, a reform is necessary for insurance and other fields.

“The digital future of Russia has no papers and no documents. We have an actual agenda, the most important thing is how we will work according to it”. This way, Savva Shipov has concluded the discussion.
