Gaidar Forum experts will discuss big data, scientific communications and social networks

On January 18, 2018, the Russian Presidential Academy of National Economy and Public Administration (RANEPA) will host an expert discussion, Scientists without Borders: Scientific Communication in the Age of Social Network, as part of the 2018 Gaidar Forum.

The session will be devoted to issues of open science in Russia and the world, decision-making in research and innovation policy based on Big Data, modern ways of communication and interaction between scientists and the authorities and universities. Leading world and domestic experts will participate in a free discussion of issues that face scientists and administrators in the new information reality:

– How does the "Big Data" influence strategic decision making on science and innovation policy?

– Where in this new digital reality is a scientist and how his academic career is transformed?

– Can there be a prudent approach in the digital euphoria?

– What are its new opportunities and potential risks for a scientist, a university, and the state?

– What can open science offer to the world?

During the discussion, Digital Science, a leading international integrator of scientific information, and RANEPA, will announces the launch of a unique Big Data-based innovation platform for scientific and technical information in Russia to promote the development of digital science and economics. Experts taking part in the discussion will include Gregg Gordon, President SSRN (the leading social science and humanities repository); Mike Taylor, one of the leaders of Altmetric (UK), which provides alternative, more subtle metrics for assessing scientific activity; Igor Osipov, Vice President of Digital Science (UK) for Europe, Middle East and Asia, General Director of Digital Science Russia; Sergei Matveyev, Director of the Department of Science and Technology at the Russian Ministry of Education and Science; Alexei Gusev, Director of the Department for Development of Innovation Ecosystem at RVC, one of the initiators of the STI Centers Project; and Dmitry Malkov, Director of the Centre for Scientific Communications at ITMO University and author of the first analysis of Russian universities with the help of Altmetric.

The discussion will also involve Martijn Roelandse, Head of the Publishing Innovation House, Springer Nature; Sergei Parinov, Deputy Director for Research at the Central Economic and Mathematical Institute of the Russian Academy of Sciences; Dmitry Semyachkin, General Director of Cyberleninka; Alexander Kuznetsov, Executive Director of the National Electronic and Information Consorcium.

Ivan Zasursky, President of the Association of Online Publishers, the main ideologist of open access in Russia, and Oksana Medvedeva, Head of RANEPA Department of Scientific and Informational Development, Chair of the Council of the Association of Scientific Editors and Publishers, will moderate the session.

The organizers include the Presidential Academy of National Economy and Public Administration (RANEPA), the Gaidar Institute for Economic Policy (Gaidar Institute) and the Association of Innovative Regions of Russia (AIRR).
