Gaidar Forum: Efficient Health Care

Why do countries that invest huge amounts in their health care systems still often fail to reach the top of life expectancy and public health ranking? What is the situation in Russia? These issues were discussed by the participants of the "Budget Balance of the Future Health Care" session, which took place as part of the 11th Gaidar Forum.

Increasing healthcare spending is a global trend, and Russia is no exception. Modernization of medical facilities, purchase of efficient medications, education and training of doctors require large financial investments. The need to optimize processes and build the most efficient model was noted by all participants in the session. The discussion also focused on the development of the healthcare system in the regions.

Maksim Reshetnikov, Governor, the Perm territory: "The system has a lot of potential to unlock internal efficiency. For example, you can get rid of such outdated processes as going to clinics to get a health certificate. Such a micro-solution will immediately give macro results."

Andrei Klychkov, Governor, the Orel Region: "One of the options for the healthcare system improvement is the deployment of high-tech medical centers in the regions. It is necessary to create conditions for this. By doing this, we can get an increase in the number of specialists, jobs involving use of modern equipment, and raise the prestige of healthcare specialists in the regions."

The speakers also noted the need for an integrated approach in order to improve the efficiency of the existing system. Natalya Khorova, Deputy Minister of Health: "The success of a health system depends on many factors: high quality of training, a three-tier system, drug provision, and modern equipment. But interagency collaboration is also very important. For example, we are now cooperating with the Ministry of Transport - because if we build a hospital that is not accessible by bus, patients will suffer from inconvenience. Solving the problems of people with disabilities, we must work with the Ministry of Labor. It is necessary to create interdepartmental teams in all regions."

Oxana Monge, Director General, Sanofi in the Euro-Asian countries: "Countries with the largest funding budgets do not always reach the top of the life expectancy ranking. There are 4 factors that influence it: an integrated approach to health (prevention, early diagnosis), universal drug provision, the balance between proven therapy and innovation, and the investment of funds into the healthcare system."

The speakers also agreed that, in addition to the initiatives that come from the government, citizens themselves should also bear responsibility for their health: regularly undergo medical check-ups, use the opportunities provided by the state, and engage in disease prevention.

The Gaidar Forum is held at the RANEPA under the auspices of the Government of the Russian Federation and in 11 years it has become one of the most respected expert venues, which traditionally sets the vector for public and scientific discussion at the beginning of each year.
