Climate policy and political climate
Climate change has become a key issue in world politics. The global warming will affect all aspects of human life: changing the economic model and forms of consumer behavior, impact on international relations, changing government priorities. A new globalization model to be formed under the direct influence of this factor was discussed by participants of the session at the 11th Gaidar Forum at the Presidential Academy.
Fyodor Lukyanov, Discussion Moderator; Editor-in-Chief, Russia in Global Affairs magazine, reminded that disputes on the reasons for the global warming have been lasting for many years. “And now the situation underwent a 180-degree turn. Climate became a political issue, that is, it will influence the policy of the leading countries. Look at the political development of EU countries: the so-called green parties grow like mushrooms everywhere.”
“On January 15, the report of the World Economic Forum was published, where experts from various fields identify global risks. For the last four years, weather phenomena have been on top on the probability scale. In terms of impact degree, for the first time, this year, the climatic subject rose to the fore, having surpassed even the weapon of mass destruction,” Vladimir Kattsov, Director of the Voeikov Main Geophysical Observatory, Roshydromet, said.
Russia has long remained on the periphery of the public discussion on the climate: we did not consider the topic to be a priority. But the situation is changing, and, according to Roshydromet, the country needs its own climate agenda. “Since mid 1970s, our planet is getting warmer, and the territory of Russia is getting warmer even faster, especially the Artic zone.”
“Now, EU is the leader in specific measures to combat climatic change. And I agree that we must develop our own standards, own monitoring and own national system,” Sergei Ivanov, Special Representative of the President of the Russian Federation on Environmental Protection, Ecology and Transport, said. Russia is able to make a significant contribution to solving of the global climate problem, prepare for an efficient response to challenges, and use its competitive advantages in order to consolidate its leading position in the world.
According to Sergei Ivanov, while influencing the global politics more and more, the climate subject leads to increase in pressure on the public opinion. “I foresee that, in the modern amply manipulated environment, the climatic agenda will be used increasingly often to accomplish political tasks, including to undercut rivals,” the speaker said.

The Gaidar Forum is held at the RANEPA under the auspices of the Government of the Russian Federation and in 11 years it has become one of the most respected expert venues, which traditionally sets the vector for public and scientific discussion at the beginning of each year.
