Challenges and prospects of agri-food export of Russia

Within the framework of the 11th Gaidar Forum, the RANEPA hosted an expert discussion "Long-term Agri-Food Export Support Strategy in Russia: Challenges, Risks, Priorities". The participants discussed ways to integrate the Russian agricultural sector into the world market and the impact of global trends on Russian exports, the tasks of reconfiguring the state incentivization system for the agricultural sector, and the role of the Russian regions in the national export program.

Russian agri-food exports face ambitious plans to double their volumes over five years. Sustainable integration of Russian agribusiness in the global space requires the development of a long-term strategy of governmental agri-food exports support based on a clear understanding of promising areas of the agricultural sector, the demand for Russian products on global markets and the existing export barriers. The strategy should also take into account possible social, economic and environmental risks associated with the expansion of export supplies. In addition, macroeconomic and geopolitical factors add some uncertainty to export plans.

"In the past two years, the country's agro-industrial complex has seen an increase in exports. It should be noted that this is also facilitated by the efforts of relevant departments, which are doing great work for removing of barriers for Russian manufacturers that enter the markets of individual countries," said Denis Kazannikov, project manager for export support for the agro-industrial complex of the Russian Export Center (REC). According to him, an important aspect that will be seriously developed in the near future is electronic commerce, "We provide exporters with services for placement on large Chinese electronic platforms and last year we received an unexpected result in the form of a very high conversion: about 15 % of website visits ended up with purchases".

Natalia Karlova, head of the agricultural market research department of the Institute of Agricultural Research of the National Research University Higher School of Economics, noted that an accurate assessment of risks is very important today, much of which is associated with the influence of macroeconomic and geopolitical factors, "We are entering the period of uncertainty, and risks of this kind will appear both in the short and long term. Now their influence is stronger than ever. In addition, there is an in-country – socio-economic – risk. If we formulate the export strategy incorrectly, we risk facing negative consequences".

Deputy Chairman of the Board of Rosselkhozbank JSC Maxim Lyubomudrov emphasized that support from the state and the banking community creates opportunities for those producers, who want to be able to become successful exporters, "At the end of 2019, we have the largest investment lending for technical re-equipment and there is a good increase in the number of export-oriented enterprises – by 40 percent".

The general director of the National Diary Producers Union Artem Belov predicts that the world food market will grow at a dynamic pace, and this opens up great opportunities for Russia, "We have enormous potential. And it is very important that this potential be supported by business ambitions. It is important that business formulate requirements for the government, this is an important component of success".


The 11th Gaidar Forum "Russia and the World: Challenges of the New Decade" is being held at the RANEPA on January 15 and 16, 2020.
