Active personnel training will help us win digital race

An acute shortage of specialists and the need to create favorable conditions for innovative entrepreneurship. These and other obstacles to the digitization of Russia were discussed by experts as part of a discussion on cooperation between the state and business in the digital race on the second day of the XI Gaidar Forum.


The panel speakers unanimously recognized the field of interaction between government and business in the digital world as extremely diverse. “There are highways, country roads, forests, mountains and rivers,” Mikhail Oseevsky, President of Rostelecom figuratively outlined the situation. According to him, the state today performs several functions at once. As a strategist, it creates the national project called “Digital Economy”, defining medium-term development goals, ways and instruments for their implementation. As a customer, it spends a lot of money on such new products as, for example, the Public Services Portal or the interdepartmental electronic turnover system. As an investor, it annually invests from 10 to 15 billion in the creation of infrastructure for information transmission and Internet access throughout the country, which Vladimir Putin spoke about in his Address to the Federal Assembly the day before.


“What do we all expect from the state in the future? Of course, the key issue is the structuring and definition of the rules for the use of various information by business. This is the information that comes from the state side or appears during digitization. Today these approaches work in practice, business uses them, but they obviously require the adoption of rules for effective forward movement,” Mikhail Oseevsky concluded.


Alexander Dyukov, Chairman of the Board and CEO of Gazpromneft PJSC, added that the state, acting as an investor, is not limited to the construction of information transmission infrastructure, but goes further to PAS and SAS: “It is very important that what is being created is open source, and the entire innovative digital community has access to these services, that they can modify and improve them.”


“The cooperation of business with the state is extremely important and necessary so that the ecosystem that is created and developed in our country is competitive and can compete with ecosystems of other countries. Ecosystem is a combination of various companies, scientific and educational organizations and financial institutions. As a result of joint work, all participants in the ecosystem reinforce each other, and a multiplier can be safely applied to each. This is what is called synergy,” Alexander Dyukov said.


The idea of creating a powerful ecosystem was supported by Aisen Nikolaev, Head of the Sakha Republic (Yakutia). The emergence of communications has spurred the development of the IT sector in the region. Thanks to the creation of an IT park in the region, local startups enter the international market and compete with Western companies. “If we talk about cooperation between the state and business, we must have a clear understanding of what the state should do and what business should do. The state is, of course, infrastructure. This means certain tax benefits. If we don’t take any long-term solutions for incentivization of IT companies in the country, they will move to Belarus, or even further very quickly,” the Head of Yakutia said.


Andrei Nikitin, Governor of the Novgorod region, drew attention to the lack of personnel in the context of educational inequality in the regions. The level of training of specialists in the centers is much higher, while in remote cities the state of education field can be critical. Solving such problems in cooperation with business is more effective, according to the governor: “Often, a poor region pays more for some things than a rich one. I will give an example of one project that we are currently implementing. Due to the fact that the schools did not have digital control of energy consumption, we paid 15% more than we should for utilities. Now, when implementing the digital project, we are saving on this issue more than hundreds of millions that we can spend on schools themselves.” Mr. Nikitin also noted that the NTI project piloting factory, created jointly with ASI, RVK and Skolkovo, helps the region move faster. Since 2017, 50 projects have passed through this filter, a third of them have remained to implement development in the Novgorod region.


The 11th Gaidar Forum “Russia and the World: Challenges of the New Decade” is being held at the Presidential Academy on January 15 and 16, 2020.
