Oleg Vyugin is the member of the Board of the Ministry of Finance of the Russian Federation, the Board of the Ministry for Economic Development and Trade of the Russian Federation, the Council on Competitiveness and Entrepreneurship under the Government of the Russian Federation, the Advisory Board on International Investments, the Governmental Commission on the issues of the WTO and Russia’s interaction with the Organization for Economic Cooperation and Development and the Supervisory Board of Vneshtorgbank.
Mr. Vyugin is the author of more than 20 scientific publications on probability theory and macroeconomic modeling.
Since 2010, he has been the Chairman of the Board of Directors of NAUFOR.
Since 2007, he has been the Chairman of the Board of Directors of MDM Bank.
From March 23, 2004, to May 9, 2007, he was the Head of the Federal Service for Financial Markets.
From 2002 to 2004, he was the First Deputy Chairman of the Central Bank of the Russian Federation.
From 1999 to 2002, he was the Executive Vice President of CJSC Troika Dialog Investment Company.
In 1999, he was appointed the First Deputy Minister of Finance of the Russian Federation. He was in charge of macroeconomic and budget policy issues, as well as the issues of domestic and foreign debt management.
From 1997 to 2000, he took part in the work of the Board of the Federal Commission on Securities Market of the Russian Federation and the Supervisory Board of the National Securities Market Association.
In 1997, he was the member of the Governmental Commission on Economic Reform.
From 1996 to 1999, he was the Deputy Minister of Finance of the Russian Federation.
Since 1994, he has been the member of the Board of the Ministry of Finance of the Russian Federation.
From 1993 to 1996, he was the Head of the Department for Macroeconomic Policy of the Ministry of Finance of the Russian Federation.
From 1989 to 1993, he was the Chief Research Fellow and the Head of the Laboratory of the Institute for Economic Forecasting of the Russian Academy of Sciences.
From 1980 to 1989, he was the Chief Research Fellow and the Head of the Sector of the All-Soviets Research Institute for Studies of the Population Demand for Consumer Goods and Trade Conjuncture.
From 1979 to 1980, he worked as the Chief Engineer at Tsvetmetavtomatika Research Institute.
From 1978 to 1979, he worked as a Research Assistant at the Department of Mathematics of the 40th Anniversary of October Bashkir State University.
