Maxim Fateev was born in Saratov on March 17, 1970.
In 1987 he graduated from Saratov Secondary School No 42, and in 1992 - from Saratov Economic Institute cum laude with a degree in economics.
In 1988 he joined the Russian Armed Forces (the Dzerzhinsky Separate Special Operations Division) and was assigned to conflict zones in the South Caucasus and Central Asia.
In 1996 he completed the full-time post-graduate program at Saratov Economic Institute and defended his Ph.D. thesis on the subject: ‘Potential for Raising the Efficiency of Small and Medium Industrial Enterprises’, later that year.
Maxim Fateev started his career in 1992 as a deputy head of the foreign economic relations department of Gana company. Later on, he was a senior state inspector of the State Tax Inspectorate for the Saratov Region, an economist of the Saratov branch of Tarkhany Bank (1995), a deputy director for economic affairs of IGMA company (1996), a chief specialist and head of the information analysis division in the Saratov regional economy, investment policy and inter-regional relations ministry’s department for development management and small business promotion, the general director of the JSC Saratov Provincial Leasing Company (1998), the first deputy minister of the Saratov Region for international relations and foreign economic affairs, and the first deputy economy minister of the Saratov Region.
From May 2003 till April 2016 he was the President of the Chamber of Commerce and Industry of the Saratov Region.
In December 2006 he joined the board of the Chamber of Commerce and Industry of Russia.
From February 2011 until April 2016 he was a member of the Public Chamber of the Saratov Region.
In April 2013 he was appointed the business ombudsman operating under the Saratov Region governor.
In March 2016 he became a member of the Council of the Chamber of Commerce and Industry of Russia.
In April 2016 he was appointed a vice-president of the Chamber of Commerce and Industry of Russia.
He is a member of the Russian Union of Journalists.
He is decorated with governmental, army and departmental awards.
