Since 1995 - Chairman, the Commission for Urban Economy; Chairman, the Budget Committee of the St. Petersburg Legislative Assembly.

In 1996, he was appointed the First Vice Governor and Chairman, the Finance Committee of the Administration of St Petersburg.

In 1999, he became a Deputy of the third State Duma of the Russian Federation. Deputy Chairman, the Yabloko faction; Deputy Chairman, the Credit Institutions and Financial Market Committee.

In 1983, he graduated from the Leningrad State University with a degree in Biology; in 1998 - from the St. Petersburg State University with a degree in Jurisprudence.

Author of 43 scientific articles and inventions, 7 monographs on the budget and economics.
