Since 2015, he has held the position of First Deputy Minister of Labor and Social Protection of the Russian Federation.

2003-2004 – Senior Expert, Deputy Head of Department, Head of the Population Employment Department at the Ministry of Labor and Social Development of the Russian Federation.

2002-2003 – Deputy Executive Director, Social Support Fund of the Smolensk Region.

1998-2002 – Deputy Chairman of the Committee on Youth Affairs, Deputy Chief, First Deputy Chief of Labor and Social Development Department of the Smolensk Region, Administration of the Smolensk Region.

In 2001, he graduated from Moscow State Institute of International Relations (MGIMO), earning a degree in jurisprudence.

In 1997-1998, he worked as a Senior Expert at the Administration of Smolensk.

In 1997, he graduated from K. Marx Smolensk State Pedagogical Institute, earning a degree in philology.
