EFFICIENT BUDGET EXPENDITURE AS A MIRROR OF EFFICIENT PUBLIC ADMINISTRATION
What is public administration today? How does the budgetary system operate?
At the federal level alone there are 53 ministries and agencies (16 ministries, 19 services, 18 agencies), 373,600 people who administer more than 66% of the federal budget expenditure and at the same time generate a growing budgetary network. a multi-step public administration system gives rise to challenges within the system, reduces the control over the use of budgetary resources, and blurs responsibility for functions entrusted.
Issues for Discussion
- What should be changed for the public administration system to operate efficiently?
- Should the activities of a public servant be assessed? Should the system of his/her financial incentives be changed?
- How to reduce violations and ineffective expenses when using public resources?
- How to improve the quality of exercise of powers delegated to regions and municipalities? Should they become own powers of regions with income sources redistribution or exchange for other expenditure powers?
