Taxation of Electronic Commerce: Setting Priorities, World Experience

The current system of international taxation established in the 1950s is based on the tax competition which took place in the postwar years to attract investors whatever it took, and on the industrial nature of the economy. The wide-spread dominance of computers and of Internet and digital technologies has led to significant changes in many markets: business models were changed, new kinds of goods and services and whole markets appeared, and the mobility of business and citizens has improved significantly. In these circumstances, the international tax system no longer corresponds to the realities of the modern economy.
