Inter-budgetary Relations and the Delineation of Powers: Medium- Term ChallengesJanuary 13, 2017, 17:30 – 19:30, Building 5, 2nd Floor, Room 222
Inter-budgetary relations in Russia have been constantly undergoing active transformation for the past two decades. The delineation of authority between the levels of the budget system is changing, both in terms of revenue-sharing and delineation of expenditure commitments. However, according to experts, these processes are far from being over. The existing challenges in the regulation of inter-budgetary relations and the delineation of authority affect both federal and regional state authorities and local self-government bodies, and require in-depth, informed expert examination.
Issues for Discussion
- What is the potential for increasing the tax autonomy of regions and municipalities?
- What are the directions of optimization of expenditure powers between the federal center, regions and municipalities?
- How to improve the financial support tools for regions?
- To what extent is it possible to use extra-budgetary financial tools for regional development?
