The open science questions were considered at the Gaidar forum

Decision-making in research and innovation policy based on big data, modern ways of communication and interaction of scientists with government and the University, as well as issues of open science in Russia and the world have become subjects of discussion at the Gaidar forum – 2018 "Russia and the world: Goals and Values". Panel discussion " Scientists without borders: big data, science communication and social networks" took place on the third day of the forum – January 18.

The moderators of the discussion were Oksana Medvedeva, Head of the Department of Scientific and Information Development of the Russian Academy of Science and Technology, and Ivan Zasursky, President of the Association of Internet Publishers. They familiarized the participants with the structure of the discussion and outlined three main topics of the conversation: changing the system of scientific communication, the impact of large data on strategic decision-making, and new opportunities for open science

According to the General Director of CyberLeninka Dmitry Semyachkin, following the growth of the speed of human communication, the speed of scientific communication is growing. "Openness, universal accessibility and convenience of consumption have become really ordinary things," the expert said

The subject of changes in scientific communication was continued by the Metrics Director of the company Altmetric Mike Taylor. According to the expert, science came to public sites 350 years ago and since then it is inseparable from society. "As our society evolves, new needs and new opportunities for communication between scientists develop," says Mike Taylor

Speaking about new trends in the presentation of scientific information, Martin Roylands, head of Springer Nature publishing innovation, noted the video format. "We are moving away from articles and quotations as from the main type of scientific publications," the expert added

The topic of interaction between organizations involved in science raised the Director of the Center for scientific communication of the University ITMO (University of information technologies, mechanics and optics) Dmitry Malkov. "For organizations such as universities, institutions that thrive by attracting talented students, personnel, do not use wide mass communication, and interaction with a wide audience, interaction with media is not just a missed opportunity, and nonsense," the speaker said

The principal change, according to Sergey Matveyev, Director of the Department of Science and Technology of the Ministry of Education and Science of Russia, was that it is necessary to use the work of other scientists to conduct modern scientific research. "Previously, the object of interest born knowledge, now knowledge creates knowledge, so scientific communication has become a necessary source of development of modern science," the speaker said. Answering the question how big data affect strategic decisions, the expert was brief, saying that in no way. "Big data is not a way to make strategic decisions, it is the right way to diagnose," Sergey Matveyev said.

Director of innovation ecosystem development, JSC "Russian venture company" Aleksey Gusev noted that gradually there are tools with which you can use big data to make the right strategic decisions. "Projects, gathering information from funders, or projects that open access to publications, lead to the fact that it increases the likelihood that we will be able to correctly analyze these data and, consequently, increases the probability of making the right managerial decisions", – added the speaker.

Having finished individual speeches, the participants answered questions from the audience, after which the moderators summed up the discussion. "We must create conditions that, at any level of scientific communication, people have maximum available information, so that every decision that each of them makes is effective and of high quality," concluded Ivan Zasursky.
