The Gaidar Forum assessed the efficiency of state control and supervising activities (VIDEO)

On the final day of the forum, January 17, an expert discussion took place on assessing the possibility of improving methodological approaches to assessing the efficiency of state control and supervising activities, its improvement and reformation, as well as discussing existing practices and prospects. The central theme was the question of the extent to which citizens’ assessment of the efficiency of state control and supervising activities in its organization, improvement and reformation, are and should be taken into account.

The key speaker was Vladimir Yuzhakov, Director, Center for Public Administration Technologies, Institute of Applied Economic Research, RANEPA According to him, there are three beneficiaries of control and superving activities: the state, business, and citizens. However, until now, the activities of the authorities protected mostly the business. “The activities of control and supervisory bodies should be aimed at the protection of values that are important for the citizens, from life and health to architectural monuments, from all types of risks,” the speaker explained.

In his opinion, in order to adequately assess the degree of security of legally protected values, it is necessary to interview all citizens, and not only those who apply to the control and supervisory bodies. This survey was conducted by the Center for Public Administration Technologies, Institute of Applied Economic Research, RANEPA Its key indicators were the following questions: did citizens encounter the need to protect values and how did they assess the level of protection and the results of appeals to the control and supervisory authorities.

According to the study, 76% of respondents faced the need to protect valuables, and 30% rated the level of protection as sufficient. At the same time, 70% of citizens believe that their security mainly depends on their own actions.

According to the director of the center, the main indicator of the effectiveness of control and supervising activities is the improvement of the citizens’ assessment of the level of their protection.

Valentin Letunovsky, Deputy Head of the Control Directorate of the President of the Russian Federation, stated: “We need to decide whether we are going to improve the control and supervisory activities or reform them. Reforming can be done only when the maximum improvement is reached." He believes that after creating an orderly regulatory framework, one can begin developing a risk-based approach and digital control.

Konstantin Nikitin, Deputy Director,

Department of Control, Supervisory and Permissive Activities of the Ministry of Economic Development of the Russian Federation, spoke about the work of his department in this area. The Ministry of Economic Development has developed a performance evaluation standard, which includes five elements: infrastructure, data, evaluation, management decisions, and related processes.
