People in the data economy

The participants of the discussion “People in the data economy” held on the second day of the 10th Gaidr Forum discussed the following issues: what competences are important for digital transformation of Russia, how the trajectory of personnel training and development is changing, what are the values of personnel and the market demands.

The discussion was attended by: Marina Borovskaya, Deputy Minister of Science and Higher Education of the Russian Federation; Maria Shklyaruk, Scientific Director of the Chief Digital Transformation Officer program, Higher School of Public Administration, RANEPA; Vladimir Gabrielyan, Vice President and CTO of Mail.Ru group; Ekaterina Solntseva, Director for Digitization of Rosatom State Atomiс Energy Corporation; Nikolay Dolgov, Head of the Development and Training Department of the Personnel Office, Gazprom Neft PJSC; Ilya Zalessky,Head of Yandex Educational Services; Konstantin Polunin, Partner and Managing Director of the Moscow Office of The Boston Consulting Group (BCG); Svetlana Infimovskaya, Head of School 21 (Sberbank PJSC).
The discussion was moderated by Yevgeny Kovnir, Director General of ANO Digital Economy.

One of the key theses-refrains of the discussion was the statement that digital transformation of the economy is impossible without digital transformation of education. The problem of access not just to IT-profile specialists but to personnel of target qualification is an important problem for the players of the IT-market of Russia. Quite often the company Mail Group had to postpone projects because of problems with human resources. V. Gabrielyan expressed the opinion that now, in fact, it is easier for an IT-company to create unequal conditions of competition by depriving it of access to human resources. This is the biggest challenge.

The aspect of staff shortage in advanced competencies is critical for Yandex, Zalessky said. Yandex is actively developing direct cooperation with universities to mitigate this problem. Both the university and the company benefit from such cooperation. The university receives the request and the programs matching the most current state of the market (in the moment, so to say) and the company receives graduates who have classic academic basis in addition to the actual competences.

Yandex is also actively developing online education formats. For example, the Coursera course of Yandex on data analytics has become the most popular in the world among similar courses. Many of its graduates are in demand by industry leaders not only in Russia.

S. Infimovskaya highlighted the experience of Sberbank in the field of expansion and balancing of employees’ competencies. The expert noted that the problem of personnel training for solving the tasks of digital transformation has several sections. It is important to train specialists not only in technical and digital competencies, but also in soft skills competencies. For some categories, more emphasis is placed on digital competencies, for others — on soft skills.  In total, about 35,000 managers a year pass through the Sberbank corporate university system. The program of vocational guidance at the level of schoolchildren and students is already being implemented.

M. Borovskaya noted the importance of timely involvement of specialized technology companies in the adjustment of educational plans and the content of programs of universities for highly-demanded digital specialties at the earliest possible stage. It is inefficient and costly to adjust the specialist after his graduation. It is much more effective to adjust the structure and essence of the programs at the entrance to the educational professional process. And this can be done only with the direct cooperation of companies and universities. The work will be extensive. As noted by M. Borovskaya, there are 140 universities in the country today, where basic training in IT-specialties is conducted, and another 300 universities provide opportunities for additional training and retraining.

Е. Solntseva focused on the complex tasks of planning and coordination of digital transformation in industry. Rosatom State Corporation has adopted long-term digital strategy. The complexity of the development and implementation of such documents lies in the complex impact of the corporation on the economy and related areas: Rosatom is not a company, but an industry. This creates an extremely complex combination of technological problems, personnel aspect and the aspect of economic return from production.

An additional difficulty is that Rosatom Corporation directly affects the socio-economic dynamics in 27 cities. This encourages Rosatom to develop the “smart city” platform in addition to production and management technologies.

N. Dolgov has revealed, in his speech, the first results of the digital transformation actively implemented in  Gazprom Neft PJSC. Fundamentally new roles and opportunities are emerging in the production and management chains as early as at this stage. For example, a new role of cognitive geologist was formed somewhere in the guts of the company. Such specialists radically cut the costs for survey works due to the fact that they make decisions on the basis of technologies of simulation without carrying out a full cycle of research on the ground.

Managing the chain of value creation and follow-up has become an important new opportunity that became available to the company through digital transformation. This gave a strong multiplier effect. For example, one of the unexpected results was the doubled revenues (amounting to billions of rubles) from coffee shops at gasoline stations (more than 1800 coffee shops) due to the forecast of equipment run to failure and management of maintenance processes. Digital technology helps to predict emergencies and save lives at more risky parts of production line.

Now, in the context of the next round of digital transformation, the company has set the task to attract specialists in technologies required for Industry 4.0. This is a key personnel demand and challenge today.
