Government officials will analyze budget system and public administration at 2018 Gaidar Forum
During the first day of the Ninth Gaidar Forum, RANEPA will host an open dialogue on Efficient Budget Expenditure as a Mirror of Efficient Public Administration. Public administration professionals will list the key trends in this area, identify the main problems and propose solutions.
The experts will try to define what public administration is today and explain how the budget system works. At the federal level alone, there are 53 ministries and departments (16 ministries, 19 services, and 18 agencies) that are part of the Russian Government system. This means 373,600 people who administer more than 66% of federal spending and generate the growing budgetary network. The multi-step public administration system gives rise to challenges within the system, reduces control over the use of budgetary resources, and blurs responsibility for the functions entrusted.
During the discussion, the participants will make proposals about what needs to be changed for the public administration system to function more effectively. They will suggest ways to evaluate each civil servant’s performance and change the current incentive arrangements. The experts on public administration will outline ways to reduce the number of violations and inefficient spending of public resources, and cover a number of other issues.
Chairman of the State Duma Budget and Tax Committee Andrei Makarov will moderate the discussion. The participants will include Head of the Accounts Chamber Tatyana Golikova; Deputy Prime Minister Dmitry Kozak; Finance Minister Anton Siluanov; Chairman of the Board of the Center for Strategic Research Foundation Alexei Kudrin; Executive Vice-President of Gazprombank Alexei Chichkanov; governors and vice-governors of various regions of Russia.
The organizers include the Presidential Academy of National Economy and Public Administration (RANEPA), the Gaidar Institute for Economic Policy (Gaidar Institute) and the Association of Innovative Regions of Russia (AIRR).
