A discussion on new globalization form was held on the Gaidar Forum
The third day program was opened by an expert discussion “Designing New Globalization: What Rules will the World Play by”. The theme was symbolically timed to 100-years anniversary of a world agreement project “The Fourteen Points” be a president of the US Woodrow Wilson. The project goal was to consolidate the results of the World War I. Despite controversial opinions of contemporaries, including Wilson, this project to some extent determined foundations of the current world order.
Igor Yurgens, Chairman, Board, Institute of Contemporary Development, the moderator, asked the participants if Wilson’s project was valid on the modern stage in connection with designing of “new globalization”. It was marked that the discussion theme coincides with the report“ “The Fourteen Points” of Wilson 100 years later: how to reinvent world order”, recently published by the Center of Strategic development. One of the authors, general director of the Russian International Affairs Council Andrey Kortunov, addressing the study problematics, marked that the sources of “wilsonism” are in the ideas of the epoch of education, transformed into practical concept. Andrey Kortunov believes that liberal world order of Wilson was based on open world system, its conformity to universal norms and rationalism based on domination of group interest over national.
The major part of the project is devoted to criticism of wilsonism and development of alternative approaches, such as global balance of powers, universal ideology or atomization of world system. “If we compare the Wilson projects and modern situation, we can see that he considered the world to be a set of elements of simple constructions. Nowadays the world is more lke LEGO, which has bigger number of elements and opportunities to built world over”, - Andrey Kortunov concluded.
Ivan Krastev, Chairman, Centre for Liberal Strategies, Sofia; Permanent Fellow, Institute for Human Sciences, Vienna, marked in his report that Woodrow Wilson was the first to raise the issue of ways to develop common world order based on a state sovereignty. Now this experience is important to create the structure of world security based not on asymmetrical state roles, but on their interdependence.
Richard Haass, President, Council on Foreign Relations, marked that it is popular in the USA to see the personality of Woodrow Wilson as a politician “who opposed himself to a concept of political realism”. According to Haass, the modern world is different from that 100 years before by the quantity and character of perils, weakening of international organizations, challenges of information society, changes in demography and the very world structure. Understating of the fact that the key basis of the world order is respect not only to sovereignty, but to international responsibilities of states remains unchanged. In connection with this the expert admitted acceptance of international participation in internal affairs of states, oriented on preservation of a stable world system and combating perils: military conflicts, epidemics or climate changes.
Zia Qureshi, Nonresident Senior Fellow, Global Economy and Development, Brookings Institution, expressed an opinion that many problems of globalization in economics of the world are not in international affairs but on the national level, mentioning protectionism hindering free trade.
In continuation of the discussion Dmitriy Trenin, Director, Carnegie Moscow Center, was asked why Russia, supporting by deed and word international administration, criticizes liberal world order in such a tough form. According to Dmitriy Trenin, Russia requires temporarily to be accepted as a great power: “It is not this or that system of world order which is of a crucial importance for Russia - a place of the country in this system is important”. Coming back to Wilson concept, Dmitriy Trenin characterized it as idealistic, though a number of its aspects were realized in practical life. Accessing prospects of the modern world order, the expert marked that multipolar world will not be created in the near future, and the 21 century system will be very competitive and difficult to administrate.
