2019 Gaidar Forum participants will focus on regional exports and national projects

The implementation of national projects in the Russian regions and regional exports will be discussed at the 10th Gaidar Forum, to be held on January 15-17, 2019, at the Presidential Academy.

On January 15, the discussion National Goals and Social Challenges: Regional Aspect will bring together Deputy Prime Minister Tatyana Golikova and regional leaders. The participants will discuss ways to ensure the achievement of national goals at the regional level, the relevance of regional socio-economic development strategies, and synchronizing powers and sources of finance in implementing the social policy. The session will be moderated by Andrei Makarov, Chairman of the State Duma Committee on Budget and Taxes.

Another discussion of the prospects for regional exports, Export of Russian Regions: From Plan to Action, will be attended by heads of Russia’s constituent regions and representatives of major businesses. They will consider qualitative changes in the work of development institutions and export support, which should help achieve the goals in a short time and help small businesses. The session will be moderated by Vladimir Salamatov, Chairman of EAEU Business Committee, head of the international commerce department of RANEPA Graduate School of Corporate Management (GSCM).

The participants in the session on Financial Participation of Regions in Achieving National Development Goals will focus on achieving the country's goals and the role of the regions in it. Head of the Department for State Economic Regulation at RANEPA Institute of Social Sciences Vladimir Klimanov will moderate the discussion.

Improving interbudgetary relations in Russia is one of the main goals of the country’s fiscal policy. The implementation of national projects will require financial contributions from the regions, which can cause further imbalances in regional budgets. However, the mechanism for interbudgetary fiscal transfers for funding national projects at the regional level does not seem to be fully developed because subsidies in the current version are too specific. Therefore, the task of further improving the system of interbudgetary fiscal transfers is as relevant as ever.

The session will be attended by representatives of federal executive and legislative, experts and heads of regions who will discuss the regulation of interbudgetary relations.
