2018 Gaidar Forum will feature presentation of rating and report on Russian regions’ innovative development
The Rating of the Association of Innovative Regions of Russia and the National Report on the Development of High-Tech Business in the Regions of Russia will be presented at 2018 Gaidar Forum at the Russian Presidential Academy of National Economy and Public Administration (RANEPA).
The Association of Innovative Regions of Russia (AIRR) developed its rating of Russia's innovative regions in 2012, in cooperation with the Ministry of Economic Development, for monitoring and management purposes. The rating includes 29 indicators. A distinctive feature of the last rating fr om the previous ones was that six new indicators were added, covering the region’s innovative activity as a separate category. The rating is based on quantitative indicators, not on expert estimates; this makes it unbiased and well-founded. The rating identifies leaders in each category, showing the strengths and weaknesses of each region's development.
The presentation will be moderated by State Secretary - Deputy Minister of Economic Development Oleg Fomichev. The rating will be presented by AIRR Project Manager Roza Semyonova. The experts will include Speaker of the Tomsk regional legislature Oksana Kozlovskaya; Section Head at the Interagency Analytical Center Vladimir Kiselyov; Chief Research Fellow at the Central Economic and Mathematics Institute of the Russian Academy of Sciences Oleg Golichenko; and Deputy Director of Kurchatov Institute Mikhail Popov.
The national report, High-Tech Business in the Regions of Russia, prepared by RANEPA and AIRR in cooperation with Interfax Group, will also be presented at the upcoming Gaidar Forum. The report is devoted to the development of high-tech business in the regions of Russia and is based on the rating of Innovative Business in Russian Regions presented at 2017 Gaidar Forum.
The research uses a system of indicators that take into account conditions for development of technological entrepreneurship and high-tech development results in Russian regions. The system of indicators gives an idea of wh ere it is profitable to do business and what regions have succeeded in it.
As key conditions for development of high-tech businesses take into account capital and labor resources, institutional environment, infrastructural security and scientific potential of regions. Contribution of technological entrepreneurship in GRP, creation of jobs and budget formation was assessed. Comparison with average regional values makes it possible to identify strengths and weaknesses in development of each region.
The national report makes it possible to monitor the annual dynamics of high-tech economical sector development in regions being important for informed political decisions. At the presentation of the national report, the major outcomes of the research will be presented with explanations and comments, alternatives for application of outcomes of the Report for the purposes of planning and regional development will be assessed, and future directions of development of monitoring system will be announced.
State Secretary and Deputy Minister of Economic Development Oleg Fomichev will moderate this presentation as well. The report will be presented by Head of RANEPA Center for Corporate Strategies and Firm Behavior Vera Barinova and RANEPA Senior Research Fellow Stepan Zemtsov. The experts – First Deputy General Director – Executive Director of Interfax Vladimir Gerasimov; Adviser to the General Director, Innovation Promotion Fund Ivan Bortnik; Head of the Department of Cluster Policy at HSE University Yevgeny Kutsenko; and AIRR Project Manager Pavel Rudnik – will discuss the results of the study.
