Since 2010 Vladimir Mau has been in the office of Rector of the Russian Presidential Academy of National Economy and Public Administration, established under Decree No. 1140 of the President of the Russian Federation Dmitry Medvedev of September 20, 2010, and Regulation No. 1562-r of the Government of the Russian Federation of September 23, 2010, on the base of the Academy of National Economy under the Government of the Russian Federation (ANE), Russian Academy of Public Administration under the President of the Russian Federation (RAPA), as well as a number of federal state educational institutions.
From 2002 he held the post of the Rector of the Academy of National Economy under the Government of the Russian Federation.
In 1997-2002 he served as the Head of the Working Centre for Economic Reforms under the Government of the Russian Federation
From 1991 he took part in the development and practical implementation of the economic reforms in Russia, in particular in 1992-1993 he worked as Adviser to the Government of the Russian Federation.
Vladimir Mau graduated from Plekhanov Moscow Institute of National Economy in 1981.
He carried out scientific research in the Institute of Economy of the USSR Academy of Science, Institute for Economic Policy of the Academy of National Economy and Institute of Transition Period Economic Problems.
Vladimir Mau is an outstanding specialist in economic theory and history of economic thought and national economy. He is the author of 25 monographs, books and training aids, published in Russia and Great Britain, and more than 600 brochures and articles (in the Russian, English, French, German and Italian languages).
His main research findings are concentrated in the field of economic history and history of economic thought in Russia and the USSR, theory and history of economic policy, including the period of the New Economic Policy, economic thought evolution in the USSR and the reform of the economic mechanism. In his works, he paid particular attention to the analysis of the modern problems of the Russian Economy and its long-term development trends. He was one of the first researchers to study Russia’s problems of constitutional economy and to develop a new area of transformation economic processes studies – political economy of reforms. The results of his research are summarized in the fundamental monographs The Challenge of Revolution: Contemporary Russia in Historical Perspective, Great Revolutions, Economic Reform: through the Prism of Constitution and Politics and From Crisis to Growth.
Vladimir Mau is the Editor-in-Chief of the journal Economicheskaya Politika (Economic Policy), the member of the editorial board of such journals, as Voprosy Ekonomiki (Economic Issues), Journal of Economic Transition (USA), Vestnik Evropy (European Bulletin), Rossiyskoe Predprinimatelstvo (Russian Entrepreneurship), Finances and Business etc.
He is the Chairman of the Expert Council under the Government Commission for Economic Development and Integration, the member of the Economic Council under the President of the Russian Federation, the member of the Government Commission for Assessment of the Effectiveness of Federal and Regional Executive Authorities, the Government Commission for Administrative Reform, the member of the Presidium of the Council under the President of the Russian Federation for Science, Technology and Education, the member of the Commission under the President of the Russian Federation for Training Management Personnel and many others.
