Igor Bartsits has held the post of Dean of the International Institute of Public Administration and Management at the RANEPA since June 2011.
He is Head of the Department of State and Municipal Management and a member of the RANEPA Academic Council.
From 2009 to 2011, Mr. Bartsits worked as an expert at the Presidential Anti-Corruption Council Presidium. He is an expert of the Russian Fund Basic Research.
From 2007 to 2011, he held the post of Vice-Rector for Research of the Russian Academy of Public Administration under the President of the Russian Federation (RAGS).
Since 2009, Mr. Bartsits has worked as an Expert for the Presidential Administration on the draft federal program Reformation and Development of the Russian Federation State Service".
From 2004 to 2007, he was member of the Managing Committee of the "Administrative Reform in Russia" and "Institutional Reform of the Public Sector" (2007) TACIS projects. He worked as an expert of "Financial Markets Development" TACIS international project and as a member of the Expert Board of the "Information for All" UNESCO Programme (2002-2008). Mr. Bartsits also worked as a Consultant for the United Nations Development Programme (2008).
From 2004 to 2005, he was a member of the task force of the Presidential Commission for Federation Relations and Local Government.
Since 2004, he has held the posts of Head of the RAGS Department of State Management and State Service Enforcement and Deputy Director of the Research and Information Institute of the RPASS.
Since 2002, Igor Bartsits has worked as Deputy Vice-Rector for Research and Director of the Scientific and Information Centre of the Russian Academy of Public Administration under the President of the Russian Federation.
From 1996 to 2000, he worked as Head of Secretariat of the Deputy Chairman of the State Duma of the Russian Federation.
Since 1996, he has been a professor at the Russian Academy of Public Administration under the President of the Russian Federation.
Mr. Bartsits underwent training at the High School of Commerce (Bremen, Federal Republic of Germany, 1994), the University of California (Los Angeles, USA, 1996), the International Institute of Public Administration (Paris, France, 1998) and the International Conflict Resolution Group (Harvard, USA, 2003).
In 1995, Igor Bartsits obtained his PhD and in 2001, he defended his doctoral thesis on Constitutional and Legal Framework of the Russian Federation.
In 1996, he graduated from the Department of International Economy of the Russian Foreign Trade Academy as an economist with knowledge of a foreign language.
From 1992 to 1995, he attended a full-time postgraduate course at the Russian Academy of Public Administration under the President of the Russian Federation.
In 1992, he graduated from the Law Faculty of Rostov State University.
Mr. Bartsits holds the post of Chairman of the PhD Thesis Committee and member of the Expert Board on Law of the RF High Attestation Commission.
He is a full member of the Academy of Political Science. He is a holder of the F.N. Plevako Golden Medal. In 2011, he won the State Award in Education.
