Biography

Since 2011 - Corresponding Member of the Russian Academy of Sciences.

One of the initiators for the Financial Ombudsman Institute established in Russia for the first time.

Since 2004 till present - Adviser to the Chairman of the Federation Council of the Federal Assembly of the Russian Federation.

Since 2002 till present - President, the Association of Russian Banks (ARB).

1998 to 1999 - Adviser to the Prime Minister in the Staff of the Russian Federation.

Since 1997 till present - Head, the Department of Banking Law and Financial Law Disciplines, the Russian Presidential Academy of National Economy and Public Administration.

Since 1997 till present - Head, the Banking and Finance Sector, the Institute of State and Law of the Russian Academy of Sciences.

1991 to 2002 - Vice President, First Vice-President of the Association of Russian Banks, on a pro-bono basis.

1988 to 1990 - employee, the Directorate General for Science and Technology, the Moscow City Executive Committee.

1977 to 1988 - Research Fellow, the All-Union Lenin Electrotechnical Institute .

From 1971 to 1976, he studied at the Physics Faculty of Lomonosov Moscow State University. In 1989, he graduated from the All-Union Correspondence Juridical Institute.
