Biography

Since September 2013 - Head, the Presidential Civil Service and Personnel Directorate of the Russian Federation.

In 2000, he was appointed the First Deputy Presidential Envoy in the Central Federal District.

1996 to 2000 - Head, the Division for Coordination of the Presidential Envoys’ Activities in the Constituent Entities, the Administration of the President of the Russian Federation.

In 1996 - Deputy Chairman, the State Committee for Support and Development of Small Business.

1993 to 1996 - Deputy Head, the Division for Territories and Presidential Envoys.

From 1991 to 1993, he was representative of the President of the Russian Federation in the Samara region.

1990 to 1993 - People's Deputy of the Russian Federation.

He was Member of the Left Center Faction; Member of the Constitutional Commission; Secretary of the Committee for Disabled, War and Labor Veterans, Social Security of Servicemen and Members of Their Families, the Supreme Council of the Russian Federation.

In the late 1980s, he worked as the First Secretary, the Krasnoglinsky District Committee, the All-Union Leninist Young Communist League, the Kuybyshev region.

He graduated from the Law Faculty, the University of Samara, from the Diplomatic Academy of the Ministry of Foreign Affairs of Russia, from the Higher Academic Courses, the Academy of the General Staff of the Armed Forces of Russia.
