Later, he was transferred to the Office of the Prosecutor General of the USSR, where he replaced the Senior Prosecutor of the Division, Assistant to the Prosecutor General of the USSR for special assignments, Deputy Head of Division.
He started working in the Prosecutor's Office in the city of Biysk, the Altai territory. He worked as an Investigator, Senior Investigator, Assistant City Prosecutor, Deputy District Prosecutor in the city.
In 1972, he graduated from the Sverdlovsk Juridical Institute.
