In 1997, he graduated from the Institute of Economics of the Moscow State Social University, with a degree in Economics and Sociology of Labor, and in 2001 - from the Interdisciplinary Institute for Advanced Training and Retraining of Managers and Specialists of the Plekhanov Russian Academy of Economics.
In 2011, he graduated from the Training Program for Top-Level Executive Candidate Pool (RANEPA), completed his internship at the University of Edinburgh (United Kingdom), defended the qualification thesis “Human Potential Development Strategy in the Russian Federation”.
He was a member of the State Commission for Social and Economic Development of the Far East, Republic of Buryatia, Trans-Baikal Territory and Irkutsk Region.
Member of the Economic Council under the President of the Russian Federation, Member of the Supervisory Board of the Agency for Strategic Initiatives.
He is coordinator of working groups within the National Entrepreneurial Initiative to Improve the Investment Climate in the Russian Federation, Head of the Working Group “Competition Development and Antimonopoly Policy Improvement” of the National Entrepreneurial Initiative.
He has government awards and commendations of the President and the Government, was awarded the Order of Honor.
