History of the Forum

Gaidar Forum is an annual international academic and research conference dedicated to the issues related to economics. The Forum has been held since 2010 in commemoration of Yegor Gaidar, a prominent scientist, economist and ideologist of the early-90s reforms in Russia.

Discussions at the Forum are traditionally focused on current challenging issues. Particular importance is attached to topics related to comprehension of the position Russia is taking in the world and its strategic role.

The Forum is a meeting point for theorists and practitioners, world leading scientists and politicians and influential representatives of global financial and business elites.

The decision about organizing the Gaidar Forum was preceded by a series of large-scale international conferences held by the Presidential Academy (then the Academy of National Economy under the Government of the Russian Federation) and the Gaidar Institute (then the Institute for the Economy in Transition).

January 13 to 15

For three days of the Gaidar Forum holding, more than 7.5 thousand people visited it including 817 foreign guests. This number is 19% higher than the result of the previous year.

There has been a record-breaking number of reporters got accredited at the Gaidar Forum – 2016. There were 1350 media members, what is 30% more than it was in 2015. As of January 18, there have been more than 10 000 messages in the media covering the Forum.

The participants of the Forum included high-ranking officials of the Government of the Russian Federation and the State Duma: Dmitry Medvedev, Prime Minister of the Russian Federation; Sergey Naryshkin, Chairman of the State Duma of the Russian Federation and Chairman of RANEPA Board of Trustees; Igor Shuvalov, First Deputy Prime Minister of the Russian Federation; Vladimir Pligin, Chairman of the Committee of the State Duma of the Russian Federation on Constitutional Legislation and State Organization; Andrey Makarov, Chairman of the Committee on Budget and Taxes, the State Duma of the Russian Federation; Anton Siluanov, Minister of Finance of the Russian Federation; Denis Manturov, Minister of Industry and Trade of the Russian Federation; Maksim Sokolov, Minister of Transport of the Russian Federation; Alexander Novak, Minister of Energy of the Russian Federation; Veronika Skvortsova, Minister of Health of the Russian Federation;

Mikhail Abyzov, Minister of the Russian Federation; Lev Kuznetsov, Minister of North Caucusus Affairs; Alexander Galushka, Minister for the Development of the Russian Far East etc.

Furthermore, 18 heads of Russian regions took part in the Gaidar Forum. Besides state officials, the Forum sparked the interest of business community: 37 directors and heads of Russian and foreign corporations participated in the Gaidar Forum – 2016.

During the Forum 79 Discussions and round-table conferences as well as 622 expert presentations took place, covering the whole range of opinions on social and economic development of the country.

Traditionally, a great number of foreign experts featured at the Forum, there were 69 foreign professors from the leading universities of the world and 174 diplomats. This number included President of Greece Prokopis Pavlopoulus. RANEPA rector Vladimir Mau presented him with a certificate of RANEPA Emeritus Professor of State and Law. The ceremony took place at the Panel Discussion the Role of Parliamentarism in the Economy, which was moderated by Sergey Naryshkin, Chairman of the State Duma of the Russian Federation.

January 14 to 16

The Forum was dedicated to the new dimension of relations between Russia and the world. Particular attention was paid to the analysis of the contours of the multipolar world, including financial, economic and social policy, business environment and regional development. Such issues as the presence of Russia in the global economic area, given the agenda of the Russia's presidency in BRICS and SCO, and new drivers to boost the economy in the period of limitations were also considered. Apart from that, the program of the conference included topics of liberal reforms in China and a new vector of development of the Arctic.

The sixth Gaidar Forum-2015 “Russia and the World: New Dimension” took the second place among all Russian economic conferences by media hits during the calendar year. The reports on the Forum were released in 81 constituents of the Russian Federation. Beyond Russia, reports appeared in the Russian-language press in 18 countries and in more than 10 languages of foreign media. The Forum was attended by a total of 900 journalists, and 60 out of them were foreign journalists.

January 15 to 18

The fifth Forum 2014, entitled Russia and the World: Sustainable Development, was dedicated to this current challenge and discussion of economic growth against the background of global changes, its potential and opportunities for efficient management, risks of innovation-based entrepreneurship, new industrialization, controversies of resource-based economies and mixed consequences of modernization for economic, social, and political development of society. Among the participants of the plenary discussion of the Forum 2014 were Dmitry Medvedev, Chairman of the Russian Government; Igor Shuvalov, First Deputy Chair of the Russian Government; Aleksei Uliukaev, Russian Minister of Economic Development; Anton Siluanov, Russian Minister of Finance; Mario Monti, senator for life, President of the Bocconi University, Prime Minister of Italy in 2011 to 2013; Angel Gurria, Secretary-General of the Organization for Economic Co-operation and Development; Vaclav Klaus, President of the Czech Republic in 2003 to 2013; Rachel Kyte, Vice President of Sustainable Development at the World Bank; Jacob Frenkel, Chairman of J.P.Morgan Chase International; Jeffrey Sachs, Director of the Columbia University Earth Institute. Russian Ministers, directors of banks and high-profile organizations, and other experts participated in the Forum 2014 expert dialogue. The event was mentioned more than 5,500 times in Russian mass media and more than 300 mentions appeared in foreign mass media.

January 16 to 19

he fourth Gaidar Forum, entitled Russia and the World: Challenges of Integration, was held to discuss the issues of Russia’s economic integration into the global trade, improvement of business climate and the prospects of Russian companies on the global market. The Forum was visited by more than 3,500 people and more than 250 experts from 38 countries worldwide and, among other, by Dmitry Medvedev, Chair of the Russian Government; members of the Russian Government, heads of Russian regions, leading Russian and foreign economists, and prominent cultural workers, namely, Mikhail Shvydkoi, President of Academy of Russian Television Foundation and Russian Presidential Assignee for International Cultural Affairs; Gennadii Khazanov, art director and Head of the Moscow State Variety Theater.

January 18 to 21

The third Gaidar Forum was held with the International Conference, entitled Russia and the World: 2012-2020, focused on the discussion of the outcome of the expert groups’ efforts aimed at revision of the Strategy of Social and Economic Development of Russia till 2020. The Forum gathered more than two thousand Russian and foreign participants and about 400 journalists. Elvira Nabiullina, Russian Minister of Economic Development in 2012; Viktor Basargin, Russian Minister of Regional Development in 2012; German Gref, President and Chairman of Board at Sberbank; Philippe Le Hou?rou, Vice President for the World Bank’s Europe and Central Asia, were among the experts of the Forum.

March 16 to 19

The second Conference took place and gained a status of an international forum in 2011. This Gaidar Forum, entitled Russia and the World: In Search of an Innovative Strategy, gathered over 100 experts from all over the world. Key topics discussed at the Forum were institutional foundation of innovation-driven economy, new requirements to political institutions and concurrent financial policy, social challenges of modernization, regional models of innovation-driven development, and search for innovation-driven growth areas. Igor Shuvalov, First Deputy Chair of the Russian Government; Aleksei Kudrin, Russian Minister of Finance in 2011; Aleksandr Zhukov, Deputy Chair of the Russian Government; Sergei Naryshkin, Head of the Presidential Administration in 2010, participated in the Forum.

January 21 to 23

International Conference, entitled Russia and the World: Challenges of the New Decade, organized in memory of Yegor Gaidar was held. This conference became an emblematic event for Russia: Leading experts debated on key trends in the world economy during global instability at the Forum discussions and analyzed major mechanisms for existence of states in the situation at hand and outlined ways to restore the health of economy. Igor Shuvalov, First Deputy Chair of the Russian Government; Elvira Nabiullina, Russian Minister of Economic Development in 2010; German Gref, President and Chairman of Board at Sberbank; Esko Aho, Prime Minister of Finland from 1991 to 1995; Sergei Naryshkin, Head of the Presidential Administration in 2010, participated in the Forum.

In 2010, the Gaidar Readings on the most pressing issues of modern regional economic development and international cooperation were held both in Moscow and across the country. The readings took place in Arzamas, Pyatigorsk, Ulan-Ude, Kaliningrad, and Perm. Representatives of federal ministries and agencies, heads of federal districts, constituent entities of the Russian Federation, local authorities, leading scientists, practitioners and representatives of civic movements took part in these readings.
